Section 1-4-117: Official Language (1987)
(a) The English language shall be the official language of the state of Arkansas.
(b) This section shall not prohibit the public schools from performing their duty to provide equal educational opportunities to all children.

Governor Beebe endorses Hispanic Heritage Month

TO ALL TO WHOM THESE PRESENTS COME - GREETINGS: WHEREAS: Since our Nation's founding, Hispanic Americans have played an integral role in our country's exceptional story of success. Today, Hispanic culture continues to shape the American experience; and

WHEREAS: Hispanic Americans are the youngest and fastest-growing minority community in our Nation. Devoted to family, faith, country, and hard work, they bring unique perspectives and experiences to our national community and character; and

WHEREAS: In the arts, the sciences, the business world, academia, and government, Hispanic Americans have lent their talents to the American way of life and enriched our country's heritage; and

WHEREAS: The vibrant Hispanic influence can be seen in all aspects of American life and culture and their contributions help illustrate all that is best about our great Nation; and

WHEREAS: In order to pay tribute to and recognize the important contributions of Hispanic Americans, Hispanic Heritage Week began in 1968, and the observance was expanded in 1988 to Hispanic Heritage Month by the passage of Public Law 100-402 as a 31-day commemoration beginning on September 15 and ending on October 15; and

WHEREAS: September 15 is significant as the anniversary of independence for the Latin American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. In addition, Mexico and Chile celebrate their independence on September 16 and September 18, respectively. Also, Columbus Day, or Día de la Raza, which is October 12, falls within this 31-day period;

NOW, THEREFORE, I, MIKE BEEBE, Governor of the State of Arkansas, by virtue of the authority vested in me by the laws of the State of Arkansas, do hereby proclaim September 15 through October 15, 2010, as

HISPANIC HERITAGE MONTH

across the State of Arkansas, and I encourage my fellow citizens to join in the activities designed to facilitate recognition, understanding, and appreciation of the significant contributions made by Hispanic Americans.

IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Arkansas to be affixed this 17th day of May, in the year of our Lord 2010.
